PGMOL boss Webb claimed the “state-of-the-art” VAR center would provide “an environment where the best possible results can be achieved for the benefit of the game”.

At Stockley Park umpires can use the lounge, canteen, gym, massage area and pool table, as well as an outdoor terrace with sofas and views of London.
Halsey added: “I can understand spending money on accessories if VAR was making the decisions correctly. But they’re not, it’s a waste of money.

“Some of the events we have seen in the last few weeks have shown that VAR has not improved since it was implemented. If anything, it has gone backwards.
“VAR is not working, not because of the technology, but because of the employees who operate it.
“We should be investing money in producing better training and education for officials, rather than the facilities at Stockley Park.
“The standard of refereeing is not what it should be at elite level. We only have a few high-level referees like Michael Oliver, Anthony Taylor and Chris Kavanagh and that is not good enough.
“VAR should not be based at Stockley Park. They should be on the ground as part of the team of officials.
“This would build better relationships and help with the VAR process.”

The referee at the center of Mikel Arteta’s rant about officials admits the state-of-the-art facilities at Stockley Park mean VAR must produce “world-class performances”.
Arsenal coach Arteta has been charged with misconduct over his stunning attack on referee Stuart Attwell, video assistant referee Andy Madley and his assistant Stuart Burt.
Arteta criticized their refusal to disallow Newcastle’s controversial winning goal against his team earlier this month, describing it as a “disgrace” and “embarrassing”.
Artillery chiefs backed his outburst and called on the PGMOL refereeing body to “urgently address” the “unacceptable” standards of refereeing.
The PGMOL’s Major Match Incidents Committee has admitted 19 serious errors have already been made this season – including “significant human error” by VARs Darren England and Dan Cook in ruling out Luis Diaz’s goal for Liverpool against Tottenham in September.
These embarrassing statistics come despite the opening of a revolutionary new VAR center in August.
In a video, Atwell admits: “It’s great progress for us.
“This has put us in a real position to be able to put on world-class performances in world-class competition.
“We can come here now on match day knowing full well that we have every opportunity to prepare for the match and when the match starts, decisions have to be made in the best possible environment.”
Fellow Elite Peter Banks added: “It is beyond my wildest dreams in terms of facilities.
“The center itself is fantastic, futuristic and very professional to prepare us mentally.”
Costing more than £1 million, it features 94 top-of-the-line TV screens, noise-cancelling headphones, a debriefing room, gym, massage area, lounge, canteen, pool table, video training suite, tactics area and outdoor terrace with sofas.
The gaming chair-style seats are engraved with the VAR logo.
PGMOL has hired Populous – the architecture firm behind the stunning Tottenham Hotspur Stadium – as well as Instinct Laboratory and IMG to ensure Stockley Park opens as an elite environment.
PGMOL president Howard Webb insisted: “It is a state-of-the-art performance facility dedicated to the elite, an environment where the best possible results can be achieved for the benefit of the game.
“It is the perfect space for our officials to work.
He added: “Good refereeing always starts on the field of play, but VAR technology plays its part to ensure that the results of matches are not determined by clear and obvious errors.”
However, Arteta is one of a number of managers who have criticized key officials this season.
Wolves coach Gary O’Neill claimed his side were robbed of six points due to VAR errors.
He also criticized Manchester United president Erik Ten Hag, while Brighton’s Roberto De Zerbe revealed he doesn’t like “80 per cent” of referees in England.
West Ham manager David Moyes claimed some bosses were afraid to speak out for fear of being fined, but declared: “We have all been disappointed with some referees this season.”
Each match is monitored by one VAR, one assistant (AVAR) and one replay player. Mobile phones must be left at the reception desk.
PGMOL believes the position will provide long-term benefits and that VAR has led to more correct calls since it began five years ago.
David Land, Managing Director of Populous, said: “We have collaborated closely with Instinct Laboratory and IMG to create a dedicated facility.
It has been designed to help VAR officials perform to the optimum level.
David Clark, head of performance at Instinct Lab, said the center was “deserved by environmental leaders.”
While their website claims: “We are ahead of the curve when it comes to understanding human performance.
“Performance is about getting the best out of those working in high-pressure situations. This can be anything from elite athletes to surgeons in the operating room.
“It is important that key decision makers can be the best possible versions of themselves.”
